IE

IE will not open a new window. Links outside of IE will
not trigger IE to open, and links inside of IE that require
a new window to open will only open a blank window. Just
started a few days ago. I did not install anything new....

Any ideas?

You can try to re-register urlmon.dll and that should allow you to open new
