IE won't start for "Users" and "Power Users"

when users are in the Administrators group, they can start
Internet Explorer with no problem.

When users are members of the Users Group, or the Power
Users Group, Internet Explorer does start, but then after
a few seconds it closes unexpectedly.

Other programs (including Windows Explorer and MS Outlook
2000)stay running and function fine--it seems to be only
IE.

Could there be some Browser Helper Object loading that doesn't like having
some access denied, and then promptly closes IE?

Try running the browser with third party browser extensions turned off
(Internet Options / Advanced / Security) and see if the same thing happens.
And then hunt down the browser extension and kill it.
