IE won't keep customized settings

Hi

Every time I move toolbars or favorites around, after I reboot, the settings are back to the way they were at first. For example, I love the links toolbar, but it makes it part of the second line instead of its own toolbar. So I unlock the toolbars, move them around until they are where I like them, and they are fine until the next time I start up, where they have gone back to the first way. This is especially frustrating as I want to add the Google toolbar, but it just takes it off every time I reboot. I have an HP laptop running Win XP and IE 6
