IE window quickly opens, then closes

I have reinstalled IE6 on my computer running Windows 98.
Now when ever I open Explorer on or offline, the window
flashes on briefly, then disappears.

When I am offline, I can click on the window frame to hold
it, but once I let up on the mouse it disappears. IF I do
this a second time (offline), the window stays open and I
can access all of the offline menu options.
