IE will not run with more than 1 user on the box. Why?

I am using XP Home on a new Dell box (2 weeks old). I have set up 4 users.
It appears that the operating system does not want to "share" Explorer or
Internet Explorer. Let me explain....

When user 1 logs on, all is well. That user can do anything they want,
including surfing the web, browsing within the box, etc. If, while user 1 is
on, either user 2, 3 or 4 logs on, that user can not surf the web. They get
a C++ Runtime error and IE does not open. If you shut down that user, and go
back to user 1, all is well.

If you close down user 1 and log on with any other user, all is well. Any
other concurrent user can not use Explorer or IE. Only the first logged on
user, regardless of which user that is, gets to use Explorer or IE. All
others get the error message!

Any thoughts on why this is and any suggestions how to fix this?

You'll just have to log out of one user before using another. You could suspect
the keyboard or the mouse drivers (Logitech?), or others could wonder what a
runtime error means in this context. When you use hotkeys (the non-standard keys
outside of the basic 101 key configuration) in the second user, it may affect
the first user too.

With my KVM switch, I'd have to use a separate mouse for each computer, or else
only keep one computer on at a time. Some things don't work as advertised. Some
things don't work, as advertised.
 
I am also having the same problem . It is not only with IE, I have the
problem even with windows explorer.I tried deleting and creating another
user but in vain.
I am noticing this problem after I installed Apache server ,MySql .But
nothing worked , so I uninstalled those again.
If some body could help me here , I would greatly appreciate the help.
I donot want to format the hard disk.
 
I just bought a new Dell computer also and am having the same problem!
Nothing works that I've tried. I installed Microsoft Office and those
programs work on the other user accounts, but when I try to open IE, Control
Panel, Explorer, etc on other user account (not the administrator). I get
the same c++ runtime error. Did you ever figure out the problem, Paul?
