IE tools drop down list

Somehow I have somehow set my machine so that I cannot
access the Internet Options on the Tools menu. I can't
set my home page, etc. I have looked all over to reset
but have failed. When ever I go to Internet Options a
message appears that says I'm restricted from using it.

If you have Spybot Search and Destroy installed, there is an option
(somewhere, I don't remember where) to disable the Tool > Internet Options
feature. I think it was something like "Protect IE Control Panel" or such.
May be different for our version though. Find it and disable that. If you
don't have Spybot, run regedit (Start > Run > type 'regedit' > [enter]) and
do a search for 'NoBrowserOptions'. I think it will probably be here:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions.
But I don't remember that either. When you find the key, just delete it.
