IE Toolbar Text Labels

Everytime I start my computer, I have to customize the toolbar so it has the
text labels. Why won't it keep that setting? And if I open a new page I
have to do the same thing. Can someone tell me how to make this a permanent
setting?

Which IE are you talking about??

It is the Microsoft Internet Toolbar. When I right click to customize the
icons with text labels it won't keep that setting after I log off.
