IE security settings are wacked

I have a two users that use the same computer. I setup policys for each user
to restrict internet access. User A has no restrictions IE. User B is only
allowed to see site1.com and site2.com. For some reason now when User A open
IE and goes to any site this Content Advisor pops up asking for a password.
Any Sugguestions on why this is happening and what to do to fix this.
 
Maybe you can try this.

Right click Internet Explorer Maintenance and select Reset browser settings.
This will remove all the settings. You can do it all over again.
