IE Opens minimized

Any web page shortcuts and links open as a fully minimized
bar, placed randomly on the screen. This started 3/8/04.
I see the same problem posted on CNET in the last frw
days. Is this something new? How do I fix it?

It is not caused by a pop-up blocker.

The bar is actually a small window.
Don't use the maximize button.
Drag the edges or corners to make the window the size you want and make sure
it is the last IE window closed.
