IE only allows secure browsing

After a week out of town with my machine turned off, my
Internet Explorer program has gone haywire.

I have only ten minutes after a re-start to browse any
internet pages. After the ten minutes are up, my browser
will only allow me to access secure (https:) sites.

It's not my ISP, as I've had them check my modem and
service. I've reset all of my default security settings
in IE. I also run PCillin, with a firewall, but I've even
tried turning all of those programs off in order to
restore connectivity, with no success.

Any help would be greatly appreciated.

Or, try the manual procedure below:

First, try reinstalling from the INF files.
Click Start/Run/Type "rundll32.exe setupapi,InstallHinfSection
DefaultInstall 132 %windir%\inf\ie.inf"

[As stated, set the registry key "IsInstalled" to 0. If not, you may be

General Advisory: Double-check if you have changed the correct registry key.
Because, there are several similar keys in that location. Visit MVP Kelly
Theriot's page and download the fix named "Enable reinstallation of internet
explorer". This fix changes the IsInstalled flag automatically.

Restart Windows and start Internet Explorer setup again.
