IE/OE "blank URL" virus?

Recently my Outlook Express hyperlinks have stopped
working. When I click on them, it opens a "frame", but
never goes to the website. If there's anything behind,
it's picked up by the blank window. Also, I tried system
restore, but it won't let me go back more than the first
day the problem started happening. I tried removing IE,
but it says "bad ini file". When I manually delete the
programs and .dll's in the IE folder, they undelete
themselves.

And of course the computer (Fujitsu Lifebook) has become
excruciatingly sluggish.

Kelly's registry fixes are great, of course, but since you are asking
whether this could be a virus, it leads me to believe you haven't got a
current av program using updated definitions. I hope this isn't the
case, because to narrow down your problem you should be troubleshooting
with a clean system. So scan with said av, remove all spyware with
tools such as Spybot Search & Destroy and/or Ad-aware, delete temporary
files and Temporary Internet Files, stop all unnecessary programs and
services from starting with Windows. See where that takes you.

I use both SpybotS&D and AdAware. AdAware gets more frequent updates and
often finds things Spybot misses - just today cleaning a laptop Spybot
caught 68 problems and AdAware caught 16 more. I've seen the reverse
true, too. Use both.

Currently using Symantec A/V Corporate Edition 8.0

To be honest, I liked NAV 2002 better, though.

In the past I've used a lot of others; Command Software A/V, AVG,
MacAffee, Dr. Solomon.
