IE install error

Sent this in yesterday....hoping there might be more
ideas.

Had a few problems a few days ago. Windows components
went missing,IE explorer wasn't right either. No
viruses....not sure what happened.
Anyways,reinstalled windows XP, everything seems to be
working fine except IE.

I've re-installed it but,it's telling me,"Setup was
unable to install all components.Please close all
applications and try running setup again."
Gives me the same msg when i try and run setup.

Tried the IE tools, used the setup i downloaded off the
net and the one in the IE folder. Everything is updated,
(windows update,adaware,spyware,firewalls have been
disabled,tried the "old uninstall" thing,checked for
hijackware,etc., but still, same msg.
Any ideas would be greatly appreciated.

Go to C:\Windows\inf (it may be a hidden folder) and delete all zero byte
OEM*.inf files.
