IE Home Page Problem

My Home Page address is being overridden by one that I
don't want. How can I get rid of the one that has
control of my home page selection?
I am familiar with how the Home Page choice is supposed
to work. I have gone to IE "Tools" on the toolbar, then
to "Internet Options" to get to the Home Page choices.
But even when I choose "Blank", this other page keeps
coming up.
