IE has encountered a prob. and needs to close. iekp.ell error

Beginning last week, I began receiving this error message
and cannot access IE at all. I uninstalled IE 6.0 and
reinstalled, but during installation I'm told that
installation cannot continue with a message something to
the effect that the software hasn't passed testing
through microsoft (HUH?) since i downloaded ie6setup.exe
directly from microsoft web page.

technical info on original error reads "iekp.dll"
