IE full download

Have 2 machines, XP and Win98se. Win98se has IE6 but
cannot connect to web. Need to reinstall full IE6 but as
IE6 checks machine for proper files to download, I'm in
catch 22. How/where can I go to download FULL IE6 to XP
machine, burn to disc, then load on win98se box?
