IE Favorites - Links Folder Bug?

I am experiencing weird behaviour when using the "Links"
Folder/Toolbar in IE 6 (on Windows XP). Here is the
scenario for someone to try and recreate:

Setup:
1. Create multiple folders within the Links Folder
2. Add at least 1 URL to 2 or more different folders
3. Close and Open IE
4. Click on a URL in one of the "Links" sub-folders
5. Open another IE browser (while keeping original one
open
6. Click on a URL in another "Links" sub-folder

What Happens:
- The page corresponding to the URL clicked on in 6. will
open in the browser window opened in 3.
- If you proceed to open up more browser windows, the
URLs from all "Links" sub-folders will always open in the
first browser window.

Can anyone help me?

From IE> Tools> Options> Advanced> Browsing> uncheck "Reuse windows for
launching shortcuts."

Two more ways to control window usage:
1. Drag the link to the window you want to use (sometimes inconvenient.)
2. Drag the link to the button on the taskbar of the window you want to use
(don't release it yet) wait a second for that window to restore and take
focus, drag the link to the window.

Thanks, but I want to solve the original problem. I have
tried to recreate this behaviour on another XP machine,
but can't... strange.
