IE Explorer Internet Access

Whenever I go to IE's tools <internet options> -- I get the following message:

-- "This operaton has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." But because I am the only one who has ever used or had access to this computer, I AM SET UP AS THE SYSTEM ADMINISTRATOR. I tried to perform repairs using Noton System Works WinDoctor but to no avail.

Is this restriction/error/limitation something set up by another software or a virus?

The solution suggested seems to apply only to Windows 2000 operating system rather than to my IE6.0 which is running on my Window XP system.
