IE ERROR - shdoclc.dll/dnserror.htm

Something bad happened to my Internet Explorer. Anytime I go to a website, I get the following error
res://C:\WINNT\System32\shdoclc.dll/dnserror.htm#http://www.??????.co

I've read some things about winsock getting corrupted or replaced or something. Is there a fix for this bug

My Netscape browser works fine (which I don't like to use) and my antivirus still connected to get live updates, but no IE

1. To repair the winsock, use this script for Windows XP

Winsock Fix
http://members.shaw.ca/techcd/WinsockXPFix.exe

2. If no joy, repair IE

Reinstall or Repair Internet Explorer and Outlook Express in Windows XP

How does the winsock fix work, how do I do it? I am not a
novice but I don't understand what you are saying... Is
this a web site I should visit?
