IE broken, how to fix

My IE 6 in Windows XP Pro SP2 is broken.

I can browse to any site if I enter the URL directly in the address bar.
But if I click on a link within a web page that is supposed to open a
new window (sort of a popup -- for example the popup in E-Bay that gives
shipping costs when you enter your zip code), or sometimes go to a new
window, it doesn't work. I have popup blocking turned off, so that's
not it.

Anyone have a quick repair?

Some possibilities:
For "can't open a new window" in general...

From IE> Tools> Internet Options> Advanced> Browsing> uncheck "Reuse windows
for launching shortcuts."

And... you may have a program running which is blocking pop-up windows-
something like Yahoo Companion, Google toolbar, MSN toolbar, Earthlink (or
another pop-up blocker) My IE2 (a shell for IE) etc.
Yahoo Companion is a very common cause.

You'll have to turn off the feature that's blocking new windows or, perhaps,
uninstall the program.

With some programs of this type, using Ctrl+click or Shift+click will allow
a new window.

If you're *sure* that another program isn't causing this, these links may

Check the configuration of third-party security programs. See if a program
is blocking scripts, scripting, active content.

Clear the IE cache. IE> Tools> Internet Options> General> Delete
files (and delete offline content when that dialog pops up) It's often
recommended that the TIF folder be kept at about 50 MB (Settings.)

Go to Internet Options> Security> Internet Zone, set it to Default.

Try these two commands from Start> Run
regsvr32 vbscript.dll [enter]
regsvr32 jscript.dll [enter]

Then, you might try a refresh of the scripting engine. Go to
http://msdn.microsoft.com/library/default.asp?url=/downloads/list/webdev.asp
for the appropriate download.
