IE and Office Apps don't start

When I click on the e button, IE doesn't start. Short display of a hour
glass then nothing. Task manager shows that iexploxer.exe is running. Also
no Office apps will launch. Any suggestions?

First eliminate any spyware.

In WinXP SP2: You can fix Winsock by going to Start | Run and typing
CMD

What Operating System are you using?
What kind of connection to the Internet?
When did this issue start happening?
Did this issue start happening after some specific change
to the system such as new software/hardware installed?
Do you have an Anti Virus program installed?
If so, is it kept up to date?
Do you have any Anti Spyware program installed?
If so, is it kept up to date?
Do you have a third-party Firewall program installed?

Does the same thing happen if you boot to Safe Mode
and log in as the same user that you are currently logged
in as in Normal Mode?

When I try to start IE 6 it does not start. Short display of the hour glass
then nothing. I have tried some of the spyware apps but nothing seems to
work. Any suggestions?
