IE and OE don't work

Here is what is happening and what has been done so far
Dial up the ISP and the connection works fine. Once IE 6 is open the page cannot be displayed. Tried OE and get error message that cannot contact server. This just happened after someone opened an email and updated Norton AV 2004. Ran Norton and nothing shows up
Have checked all setting and they are correct. Have pinged various servers in DOS and they respond. Have disabled NAV and still nothing. Have run a winsock fix...nothing. Have ran the repair for XP and still nothing. Am out of ideas at this point. Any help would be appreciated...perhaps I have missed something in the course of frustration. This is my neighbors computer and I really would like to help them out on this but I have run out of ideas.
 
A few questions.
What page is IE trying to open?
Try setting your home page to "about:blank" without the "s. That way IE will
start without going
to any URL. Try some URL like google,etc & see if it works. That is
a few things you could do. On another computer you could go
to google & www,ask.com (askjeeves) & type in cannot contact
server in OE. marvo

No matter what you type in IE, you still get the same problem. You cannot get to any website at all. I tried using the IP numbers for various websites and still the same thing. Also forgot to mention that I hooked up to thier network card and tried using my cable connection to see if IE would work and the same thing happens....nothing. I have run at least 10 virus tools to see if something was wrong. Someone else had the same thing happen and they still are down. They updated NAV and then no more internet. And they did also open an email before the update of NAV also. I am trying to see if there is some new virus that is affecting this also.
