IE 6 shortcut icons problem

WinXP SP2 with all updates and patches. When I try and
open IE with the desktop icon or the quick launch
shortcut icon using a left click it will only bring up
the IE Internet option dialog box. I verfied the mouse
Button configuration settings were setup correctly. Does
any know how I can repair this? Any suggestions are
greatly appericated.
