IE 6 scrolls down 2 pages when I click on scrollbar

I am using IE 6 with Win XP Pro. When I click on the
scrollbar to scroll down a page/screen, it scrolls down
two instead. This occures in the browser and in html
formated email. What can I do to fix this?

This is due to a bug in critical update 824145.
Work arounds:
Click immediately under the slider.
Drag the slider.
Use the mouse wheel.
