IE 6 autostarts on bootup

Each time I boot up Windows XP my IE6 opens to the
following web site www.techinvests.com with a message
that says to get rid of this page click here. When you
click on the page the following message appears:

"The reason this keeps popping up on your computer is
because i stuck a virus in it and this pop up will
continue on your computer everytime you restart it. I
will remove it for you for the price of $3 paypal after
payment is recieved i will send you the instructions on
how to remove it. If you are intrested in this deal you
can contact me at (e-mail address removed)"

Anyone know anyway to keep IE6 from autostarting. I have
done all the obvious things, virus scans, deleted all
cookies, scanned the registry for any reference to this
web site etc.
