IE 6.0 won't display even though MSDOS Ping works

Running Windows 98SE and IE 6.0, my IE will note go on the
net and will not display any pages even though the MSDOS
ping function works and shows I have Internet
connectivity. My office LAN and Office Network are working
and I am on the network. The IT experts have tried
reinstalling IE, re-detecting connections and all has
failed. They say they think it's a problem with
the "TCP/IP Stack" and the fix is "Buy a new computer."
This can't be right. Help.

Well, that was helpful of them. What error message do you get?
 
Can someone possibly email this file to me? I've tried even clicking on the
direct zip file link and doing "Save Target as" but my IE won't establish
any connection with the internet. I can also ping sites from DOS and can get
email.

Help please?
