IE 6.0 Encoding

Recently My computer running win 2000 / IE 6.0 will not
maintain the selected encoding , seems everytime I open a
window it displays incorrectly, and I have to manually fix
it by changing the encoding to "western european
(windows)", but as soon as I move on to another window, it
defaults back to "western european (ISO)" .... I am
frustrated with why even with "auto select" selected it
still messes up .... any ideas on how to fix this ???
