ICS is not available on my stand alone PC

and I have tried everyhtintg to install it. I do have a dedicated IP address
with specific DNS info, is that the problem? When I run the network wizard
it acts like it is going to work, shows the netowrk connection being shared,
then fails and states it cannot complete and I should try other settings?
What am I doing wrong?

Try enabling ICS manually, without using the Wizard:

1. Right-click the Internet connection and click Properties |
Advanced.

2. Put a check mark in the box "Allow other network users to connect
through this Internet connection".

3. If the box "Select a private network connection" appears, click it
and select the connection to your other computers.

4. Click OK.

Note: the ICS option only appears when all of these are true:

1. There are one or more network connections for the private network
(LAN). The private network can use an Ethernet, IEEE 1394 (FireWire),
or Bluetooth connection, but it can't use a serial or parallel
connection.

2. The Internet Connection Firewall is disabled on the private network
connection(s).

3. The Internet connection isn't bridged.

Try using a proxy server instead such as CCProxy
