icons will not stay where put

Hi
after locating icons on desktop where I want them to be
in few days they will line up back on left side where I took them from
I was trying to watch for any events that may have triggered this abnormal
behavior but unsuccessfully
autoarange is unchecked , align to grid is checked ...
what else should I be looking for?
would a logging of different user have anything to do with this?
please help if you have idea what may be causing this

Right click Desktop | Arrange Icons By |
UNCheck: AutoArrange and Lock Web Items on Desktop

AutoArrange
[[Arrange the icons in columns along the left side of your screen.]]

Align to Grid
[[Snap icons into place as designated by an invisible grid on
your screen. The grid keeps the icons aligned with each other. ]]

Lock Web Items on Desktop
[[Specifies whether Web content windows or items that you have placed on
your desktop are locked in place and can’t be moved. Select the check box to
lock Web content in place. Clear the check box if you want to be able to
move Web content.]]

If Lock Web Items on Desktop is checked...
Items can be moved, but they are moved back after reboot.

No, but Lock Web Items on Desktop locks everything that is on the Desktop.

If Lock Web Items on Desktop is checked...
Items can be moved, but they are moved back after reboot.

Specifies whether Web content windows or items that *you* have placed on
your desktop are locked in place and can’t be moved.

Try this.

Right click the Desktop.
Arrange Icons By.
Place a checkmark next to Lock Web Items on Desktop.
Move a couple of items.
Either reboot or kill explorer and restart it (see below).
The items that you moved will have moved back to were they were.

Kill explorer and restart it.

Open the Task Manager...
Ctrl + Shift + Escape | Click on the Processes tab | Locate and highlight
explorer.exe | Right click explorer.exe | Click End Process | Click
Yes to the Task Manager Warning that pops up | Click File on the Toolbar |
Click New Task (Run...) | Type in: explorer | Click OK

End Process on explorer.exe will make your Desktop, Taskbar and all programs
disappear. This can be startling. Restarting explorer will bring
everything back.

Yes it locks them into place BUT ...
when other user logs into computer they all go back to the left
even when "lock web items is checked"
this can't be normal? right?

Have the other user look at their settings.

Right click Desktop | Arrange Icons By |
