icons and taskbar are invisible

hi everyone.im inquiring for my friend who lives downstairs. he started his
computer and he has nothing! no icons , no start button, no taskbar.he gets
an error box- explorer.exe failed to ?(i can find out exactly if necessary)
he is able to get the task manager to show up but we a re both clueless on
what to do form there. please help.
