Icon with ~ on it appears periodically on my desktop...whatzit?

There is this file which appears on my desktop. I have deleted it, but periodically it returns. If I click on , then Microsoft says it is a program but that it cannot open it and suggests I choose from a list which includes Explorer. However it won't open. And frankly I don't really want to open since I have no idea what it is.

It has a ~ on it and a small square shaped icon which is too little to read.

I fear it is somekind of virus...but Norton won't touch it either

Anybody know what it is

Sure; so what if your addressbook is now in a guessable location with
known name, so malware and spammers can access it through any of those
"Mitigating factors; The attacker would have to know the location and
name of the file..." holes.
What is the Tilde (~) file that appears on Desktop
