Icon Label Backgrond Colors

This is petty but it is driving me nuts. When I change my wallpaper the background color of the icon labels doesn't change. I feel like I've tried everything to change it so that the icon labels have the same background color as the desktop, but I can't get it back. My machine used to do this just fine....

Right-click on My Computer and choose properties. On the Advanced
tab, go to the Performance section and click Settings. Check the
box "Use drop shadows for icon labels on the desktop."
