Icon in Safe Mode not available

Can you please tell me how to access a desktop icon which is 'off screen'
when in Safe Mode startup.

It really depends: What is the icon and can you describe your PC?
Several name brand PC builders (HP, Gateway, Dell) like to "customise"
the XP install which "additional" real-mode (not Safe Mode) settings.

Cursor over to it, then press the Enter key. If you want to manipulate
it, after highlighting it, press the Context Menu button, located just
to the left of the Ctrl key on the right side of your keyboard.
