Icon Cache Windows XP Home Edition

Is it true that the icon cache in this version of
windows. If deleted will reload itself when the computer
is restarted. I would like to do this to clear the icon
cache. There seems to be some kind of a conflict in my
computer causing it to crash at times. Which may have
been caused by me trying to install more icons from the
internet. I am told that clearing the icon cache might
stop this.
