ICFUtil Firewall Manager

How many others out there are furstrated by this topic? Anton.Holmes? Alex.T? Johnny.Van.Bavegem? Dan.Simpson? Lasse.Span.No? Others? I posted this question last week, and a person answered with a suggestion, but I still have no answer. Have any of you gotten a good answer yet - or figured it out yourself?

I don't need a complicated solution, and if it cannot be done then I just need to know that - so I can stop beating my head against the wall. (It's getting sore.) Here is the question:

I can select the component [A] Internet Connection Sharing and Firewall, or the macro Internet Connection Sharing/Personal Firewall. If I select [A] then ICUtil.exe emits an error [X] (Firewall Manager not Available), but if I select , the entire world is brought in via dependencies, increasing my image size by 40%. I am running with MinLogon and have no need for WinLogon, SmartCard, IE/HTML, DirectX, etc. Is it possible to use ICFUtil.exe without all that other stuff? That error [X] is undocumented (I have searched all possible variations of it on MSDN) and I cannot figure out what causes it. If somebody can just tell me what that error means, and what I have to do to eliminate it, then I should be able to run with solution [A] - True?

Several other people have asked that EXACT same question in the past three weeks without an answer. There have been several suggestions, but no answers. (The questions ask how to do this with MinLogon and keeping the image size small, whereas the suggestions that work require a much karger image and/or full WinLogon.)

It took me a while to resolve this issue. If you do not want to include the Internet Connection Sharing/Personal Firewall component, the minimum you will need is the following:
1. Internet Connection Firewall Utility component
2. Internet Connection Sharing and Firewall component (brought in by the ICF Utility)
3. Internet Connection Wizard component. This component includes the INetCFG.dll which has the API used by the utility.
4. WMI Core component (depending on your configuration, this component may increase the footprint size by ~40MB). This component is required to persist ICF state.

NOTE: If you do not include the Internet Connection Sharing/Personal Firewall component, the firewall WILL BE DISABLED. If you need additional info on how to create your own FBA commands to configure ICF during first boot, refer to the following white papers
