ICF ICS comparison

when would I use one over the other?

Well, one is a firewall (ICF) and the other is a NAT router (ICS). It
depends what you're trying to do, post some more details about what you
want.

ICF (Internet Connection Firewall) and ICS (Internet Connection
Sharing) do entirely different things.

ICF protects an Internet connection (dial-up, cable modem, DSL, etc)
from access by other Internet users.

ICS shares one computer's Internet connection with other computers on
a local area network.
