I want to use outlook as my mail send and receive

In my laptop i get an error message Task-incoming.verizon.net sending
reported error 0x80042109 Outlook is unable to connect to your outgoing SMPT
e-mail server.
Please Help. I have outlook 2003
 
Have you followed the directions from your ISP (see their mail help page
online)? Did you use the Test Account Settings option when installing your
email account settings? Was it successful? Do you have your authentication
set correctly per your ISP's instructions?

Can you answer the rest of the questions, please? ISPs often refer the user
to the application maker, even when it may be their own problem.
