I want to tag files that can be seen differently

When I am looking for a file in, I would like to find a way to code files so
they will look different. I have reasons for tagging them differently, but I
don't want to be moving them in and out of folders. Any suggestions. I
would love to color code the file names if that is possible.

No, there's no support for anything like this. What you could perhaps do is use
the File/Properties to assign "categories". In newer versions of Windows, when
you hover your mouse over a file name, it will list some properties...
