I want to rotate picute in MS Word, but option is grayed out.

I am trying to rotate a picture, but the rotate option in the picture format
box is grayed out. 'Help' says to use the rotate bar, but I don't see one of
those.
 
The picture has to be "floating" -- that is, with any text wrapping except
"in line with text" -- in order to rotate it.
