I receive an error when setting up my outlook.

After I set up my outlook for yahoo. I clicked the test settings button and
get an error message:
Sent e-mail message: the specified server was found, but there was no
response for the server. Please verify port and SSL information is correct.
I checked but have not idea if information is correct or not.
one of the boxes is highlited in blue "110". no SSL box is checked.
I have no idea what to do now.
Also, on the how to configure outlook for yahoo! pop3 account page.
under the "important" paragraph what tools menu am i susposed to click to
access my account.
this is very flustrating.

Well, did you ever PAY for a Yahoo premium account so you actually have
permission to access their POP3 and SMTP servers?

What Yahoo mail setup page do you refer to? And those settings don't
work for your PAID Yahoo account? Are you sure you followed those
instructions?

Are you using port 110 for POP3 (inbound) e-mail?

Are you using port 25 for SMTP (outbound) e-mail, and are you using
Yahoo's SMTP server or your ISP's SMTP server? Why aren't you using
your ISP's SMTP server for outbound e-mails?

Did you configure Outlook's e-mail account to authenticate to the SMTP
(outbound) e-mail server? Since you are probably coming from a
non-Yahoo domain to use a paid-for service to access their on-domain
SMTP server, but you never authenticated to Yahoo (and only might've
authenticated to your Internet provider), they don't know who you are
until you authenticate to their server. They can then check if you have
permissions to use their resources.

Are you on a Yahoo e-mail managed network, like SBC, when attempting to
connect to Yahoo's SMTP server? Who is your Internet Service Provider
(ISP)?

Have you asked your ISP if they block SMTP traffic from leaving their
domain (so it can't get to Yahoo's SMTP server on some other domain)?
They may not want spammers abusing their domain by sending spam across
it to some mail server or mail relay over which they have no control.
They may demand that you use their SMTP server for your outbound
messages. Ask them (if authenticating to Yahoo's SMTP server didn't
work).
 
yes I have paid for my POP3 account.
I followed the directions that was sent to me on a link previously "How to
configure outlook for yahoo! POP3 accounts". which is a suppport link on the
microsoft site.
I will go back and reconfigure my out look again.
