I need to lock a picture in place so it cannot be moved -word doc

I am sending a word doc to another user, I want them to be able to edit the
doc, but there is a picture in it which I don't want them to be able to move.
Is there a way of locking the picture in place so it cannot be moved. I am
using Word 2000.

The only possibility would be to lock the document (or at least one section of
it) as a form. If you do that, and the picture is formatted with text flow, then
it can't be moved as long as the protection is activated. Note that this kind of
protection will lock out some features, though. Besides graphics, the headers
and footers, as well as some of the numbering features, won't be available.
