This has to do with the prefetch. My PC was really slow at startup so I tried
to move all the files in the prefetch to the recycle bin, and wanted to see
if it will be faster. After, it was actually slower. I move it all back in
the prefetch folder, but this just happened. The layout configuration text
file was accessable before, but now all it says when I open it is "Access is
denied". I tried System Restore but it was no good. I can't move, delete, or
even copy Layout, not even in Safe Mode. Is this bad? How can I open it again?

A noticeable lag at Startup wouldn't be helped by purging the
Prefetch folder contents. Those type of issues are likely due to
Startup & Watchdog apps/services that are running or Malware.

At this point, you should just delete the entire content of the
Prefetch folder and use your computer normally for a few days.
Once the .Pf modules are created and you've rebooted several
times XP will re-create the Layout.Ini and do a partial defrag to
apply the Layout data to your system disk.

Prefetching is a self-monitoring facility of XP. It doesn't require
any manual or user assistance.

If you don't want to wait days for automatic re-creation, you can
boot 4-5 times, run your most common applications and then
invoke the following from the Run box.
rundll32.exe advapi32.dll,ProcessIdleTasks

I can't Delete the content of Prefetch? It says it is being in use. How can I
delete them?
