I need a template that actually lines up to pre-cut business cards

We set the margins, and downloaded several matching templates to make my
girlfriends business card all to no avail. The same problem keeps happening,
the bottom two cards have a wider white strip on the bottom than the top, as
if they are not properly centered and margined. But then when we do measure
the margins we come up right. As if the template is improperly measured.

More likely a problem with your printer's paper feed mechanism. Some
printers can't handle the heavier cardstock paper that is typically used
for business cards.

Or the paper sizes in the printer options and page setup don't match and you
have a zoom option setup in the print dialog - or you may need to adjust the
measurements to take account of the vagaries of your printer driver.
