I installed Office outlook 2007 into windows 7 and have no themes

I just installed Windows 7 which of course does not come with an e-mail
program. So I bought and installed Microsoft Office Outlook 2007 and found
that when I go to themes to apply stationary, etc. the button is grayed out
and says themes are not installed. What is up with that and can anything
be done? Thank you.
 
Thanks for you reply and now my question is can I do anything about
installing stationary?
