I installed an antivirus, and it screwed up a lot.

Almost every program I attempt to run gives me the message
"Cannot find rundll32.exe" And I have no clue how to fix
it.
 
What antivirus program did you install? Did you previously have AV
software installed, & did you turn it off prior to the new install?
Remember..... You can't run more than 1 AV program at a time. They
won't play nicely together.

Sounds like you removed a virus which was run whenever you started up
programs.

if you are comfortable with regedit follow these instructions to check my
theory.

click start -> run -> regedit

if regedit doesn't start and you get same error as previous then rename
c:\windows regedit.exe to regedit.com and try running now.

look for this

HKEY_CLASSES_ROOT\exefile\shell\open\command

the entry should be
(default) REG_SZ "%1" %*
If not, change it to this.

if you had to rename regedit then now change it back.
