I guess no one knows....

I've set up a terminal server for my remote technicians to
work off of. They get errors when they open up dsa.msc
(AD user and comp's), unless I make them local
administrators.

How can I avoid making them local administrators of the
server?
 
What errors do the users receive?

Go to "Terminal Services Configuration" on the terminal server
select Connections
Right Click on rdp-tcp select properties in the right pane
select the permissions tab
add the user group and give them guest and user access

Is that the exact error that the user receives when opening dsa.msc. Be
sure to provide the exact error word for word. Is the user able to run any
of the other administrative tools such as services.msc or dssite.msc?
