I have been searching ALL NIGHT for the can send but can't receive problem,
and it turns out it isn't outlook that's causing it after all... The errors
I'd been getting were (0x80042109) and (0x8004210B)
I use outlook 2003 and I have sbc dsl. The problem is that SBC has blocked
usage of port 25 unless you use their smtp address... Look here for proof:

So to fix this simply enter smtp.sbcglobal.yahoo.com as the smtp address and
then click on more options, and then outgoing and type in your sbc username
and pw.
I had 3 separate email accounts, none of which were through yahoo, and none
of which worked after downloading a fix... However, I did this switch to each
one and now they all work!
Hope this helps the rest of you and I'm not just a fluke... I'd tried
practically everything before this to no avail (disabling firewall... AV...
email scanning... Different smtp ports... Different authentication
settings... Different SSL settings... nothing...) But this worked for me...
