I.Explorer full screen

Window it, STRETCH it to the desired size(out to the edges) DON'T use
the Maximize button, close it.

Close all but one window, stretch the window to fill the screen, and
maximize the window. Close via File, Exit. Eventually these will
"take", but not necessarily the first time.

After you stretch it to the size you want, close by using the File | Close
option, not the X. It should reopen in that size.
