I don't see people that are cc'd

On the majority of my incoming messages, I cannot see the
other recipients of the message that are CC'd?

Probably because they were not CC'd. They were BCC'd (*blind* carbon
copy, which means you don't get to see the list of other recipients that
were also in the BCC field).
