This often means you need to check with your internet provider
for what setup you need to use their outgoing email server.
 
Right-click on the error message, copy, then paste it into a reply here.

Incidentally, your PC is set for the Pacific time zone, although you are
located in the Eastern time zone. Please fix your time zone setting.
