I cant send email though outlook ?

I can send email though optimum online but if I try to send one from outlook
express (where I get automatically directed if im trying to send online) I
get a message saying that download isnt complete. Ive used outlook in the
past and havent downloaded anything since this problem occured. The other
strange thing is that I cant even type a message in the box, but I can type a
subject?

I would guess you are not using Access here.
